THE THIRD CHILEAN GRADUATE STUDENTS CONFERENCE

It gives me great pleasure to extend to you all a very warm welcome to this important event on behalf of The Chilean Research Group of Australia CREGA that in joint collaboration with Chilean Graduate Student Associations of The Australian National University, The University of New South Wales, and The University of Queensland have organised and convened the Third Chilean Graduate Student Conference "Contribution of Advanced Human Capital to Promote Research and Development (R&D) in Chile: Opportunities and Challenges", here in Melbourne, Australia.

Today CREGA is grateful to have you present at The University of Melbourne, which has hosted the past two conferences in 2013 and 2014, and this year is supporting and sponsoring one more time this activity that is of great honour to the Chilean community in Australia. Likewise, we are delighted to have the advocacy of Red de Talentos ChileGlobal - Fundación Imagen de Chile and The Consulate-General of Chile in Melbourne.

That many of you have travelled long distances to attend this new version of the conference serves to remind us all how important is our human capital that is being perfected to contribute with the Research and Development (R&D) strategy of Chile at present. No matter how much we could achieve by ourselves through this experience, if at a national level there is not enough force to drive big changes by reinserting advanced human capital to the region, then all efforts become vain.

That said, today is an opportune time to discuss the role of advanced human capital in the current R&D context and the issues identified in current reintegration mechanisms of graduated Chilean scholars in Chile, in this spirit of true debate and contribution to our country. Moreover, it is gratifying to note that the agenda of the conference covers a wide range of interesting items, especially those directly related to this topic not only from the academia, but also from the industry perspective.

Personally, I hope this conference can represent a national concern to make it a valuable experience for all those presents, and please carry with you the best wishes of CREGA for a productive and successful Seminar, and a pleasant stay amongst us.

Graciela F. León M.

On behalf of the Chilean Graduate Associations of Australia
